“Charles W. Munkers, Jackson County civil defense coordinator, has moved his office to the Independence Memorial building, where he shares space with the Independence Civil Defense department. Munkers discusses plans for the county unit with Nina Welch, who has worked for the city civil defense program for 10 years.”
